North Huron Eyes Ban on “Bring Your Own” Events on Municipal Property

(Wingham, North Huron) — North Huron Council is poised to consider a recommendation that would prohibit an entire category of public events from taking place on Township-owned property.
A report on the July 6 Council agenda recommends that Council prohibit the permitting of “Bring Your Own” outdoor public events on municipal property. If approved, staff would no longer issue permits for these events anywhere on Township lands.
The recommendation states:
“THAT Council hereby prohibits the permitting of Bring-Your-Own events on Township of North Huron property.”
Exactly what constitutes a “Bring Your Own” event—and what incidents or concerns prompted the recommendation—will likely be the focus of Council’s discussion.
A Significant Policy Shift
Although the report is listed as an update, the recommendation represents more than a simple administrative change.
Rather than introducing additional permit conditions or safety requirements, Council is being asked to prohibit this category of event altogether on Township property.
Depending on how “Bring Your Own” is defined within the proposed policy, the change could affect community festivals, fundraisers, charitable events, neighbourhood gatherings, and other outdoor functions that have traditionally relied on municipal parks or facilities.

Policies that restrict the use of public spaces often generate significant public interest because municipal parks and facilities are community assets intended for public use.
If Council believes a complete prohibition is necessary, many residents will likely expect a clear explanation of the evidence supporting that decision, including any risk assessments, insurance concerns, enforcement issues, or previous incidents that led staff to recommend an outright ban instead of stricter permit conditions.
